“The Board of Directors of the Bank of Russia has extended until March 9, 2023 the ban on banks to charge a fee from individuals when issuing currency from deposits or accounts,” the regulator ’s website also says.
Also, until March 9, there will be a ban on commissions for converting foreign currencies into US dollars and euros, if the conversion was carried out for the subsequent issuance of funds.
The Central Bank banned banks from charging a commission from individuals when issuing foreign currency from their accounts on March 11. Also, banks were obliged to return to individual customers the commission that they received when issuing cash from March 9.
At the rate of the bank
The Central Bank also allowed banks to issue cash to customers from foreign currency accounts and deposits, credited since September 9, in rubles at the bank’s rate. Now the amount issued by banks cannot be less than that calculated at the official rate of the Central Bank.
“At the same time, the currency credited from March 9 to September 9, 2022 is still issued in rubles at the bank’s rate, but the amount must not be less than that calculated at the official rate of the Bank of Russia on the day of payment,” the regulator notes.
The restriction according to which Russians can withdraw no more than $10,000 (or the equivalent in euros) from foreign currency deposits opened before March 9 remains in effect. The issuance of foreign currency is carried out in US dollars or euros, regardless of the deposit or account currency.
